Abstract

The development of modern education is directly related to the implementation of information and communication technologies. The creation and application of such technologies takes place through the implementation of relevant projects. ICT projects are complex and costly, and highly skilled professionals are required to implement them. All this contrasts with the insignificant resources of educational institutions of Ukraine. In order to implement projects in such conditions, strict cost savings and careful selection of the project team are required. At the same time, it is necessary to find a compromise between the qualifications of specialists, their competences and the level of payment of their labor. The task is complicated by the fact that the existing approaches to the evaluation of specialists are highly subjective. In this article the aspects of forming a team of ICT development project have been analyzed. The criteria that need to be taken into account for objective selection of employees for such a team are investigated. The requirements for a potential employee are presented, given in domestic and foreign sources. The authors explore the information provided by recruiting resources regarding the existing requirements for applicants for a role in the project team. Based on the analyzed information, the article highlights a set of requirements that can be advanced to the applicant for a role in the project team. In this aggregate, the authors of the article have identified groups and subgroups of requirements for the employee's competences, as well as financial conditions. Using the selected directions of the requirements for the competences of a potential member of the project team, the multi-criteria candidate selection method based on fuzzy indicators of importance was proposed. This method involves such steps as: determining the plurality of candidates and their competences, determining the plurality of competence assessments for each candidate, assessing the competences of candidates, taking into account requirements and comparing the level of satisfaction of the requirements of the candidate with the expected candidate financial conditions. The proposed approach uses the method of multi-criteria choice of alternatives using fuzzy sets and the Pareto-efficiency model.
