THE FORMATION OF DIGITAL COMPETENCE FOR THE POPULATION AS A WAY TO ECONOMIC GROWTH

Abstract

The article presents the results of the analysis of the current state of digitalization in Ukrainian economy. Issues related to digital economy are quite new directions for research in Ukrainian economic science. At the same time, the penetration of new technologies into entrepreneurial activity, public life, public administration is very fast. Examples of wrong decisions made by the government through the use of deterministic development principles inherited from the time of the planned economy are given. At the same time, decisions are made without taking into account the objective existence of risks, which also means ignoring the fundamental relationship between profitability and risk in both the financial sector and the life as a whole. Informatization of the education system causes the active use of information and communication technologies by the subjects of the educational process, which positively affects its effectiveness and promotes the formation of economist’s professional competence. The work emphasizes digital competence as one of the components of professional competence. The effectiveness of Ukrainian higher education from the point of view of the level of economic development and corrupted society is analyzed. It is shown that under the existing level of accountability, if we are based on the statistical relation between the level of education and the standard of living, our standard of living should be better than the existing one. It is substantiated that the educational process must be developed on other principles, which, first of all, aim at solving specific daily tasks by methods of digitalization. The primary focus in the work is on the applied principles of digital competence formation and on the specific character of information disciplines training. The full realization of new opportunities depends on the development of digital infrastructure, digital literacy of the population, the effectiveness of the training for professionals capable of working in a digital economy.
