Abstract

The article presents an analysis of 23 national digital strategies in the European Union, highlighting the key factors of digital strategies: focus, initiator and year of acceptance, sources of funding, and horizon of planning. The study fills a gap in the comprehensive study of national digital strategies within the European region. The global acceleration of digital transformation following the COVID-19 pandemic emphasises the study’s relevance.

The study results show that digital skills and digital business transformation are the most common focus areas of digital strategies in EU countries, while digitalising public services, including territorial development and public finance, are receiving less attention. The study also identifies core ministries as the main initiators of adopting national digital strategies in EU countries, which can also be adopted by other actors, such as non-core ministries, central governments, and other government agencies. The article examines the prospects and risks of each actor initiating a strategy.

The article examines various mechanisms for financing national digital strategies, including the state budget, revenues from EU funds and private investors, and focuses on the advantages and disadvantages of each approach. The analysis of the date of strategy adoption indicates a significant increase in the attention of European governments to digital transformation after 2020, which coincides with the onset of the pandemic. The study examines the implications of adopting shorter-term and long-term strategic planning for the state’s digital transformation, identifying the respective advantages and disadvantages.

The practical value of the article lies in the fact that it provides stakeholders with information on the specifics of national digital strategies in EU countries, helping to formulate more effective and targeted digital policies for countries in the process of developing digital strategies, including Ukraine. It also contributes to the discussion questions of governance and digitalization policymaking.
