Abstract

The article considers the definition of "digital competency" on the basis of the European Commission document "Digital Competency Framework for Citizens". An overview of the main strategic documents of the educational policy of Norway and Finland, which are the basis of the current reform of the teacher training and In-service teacher training system in order to develop digital competency of teachers is carried out. It was found out that in these countries special institutions which are responsible for the development and implementation of the national curriculum were created - the National Agency for Education in Finland and the Directorate in Norway. The national curriculum includes the introduction of the latest information and communication technologies. The main responsibilities of state institutions that implement the educational policy of countries (Ministry of Education, counties, municipalities, special services, schools) are covered. An overview of the electronic resources used in countries for the teachers’ digital competency development (training platforms with a list of resources on various subjects, national tests, on-line tools for teachers’ self-assessment, for evaluation the level of digital competency, etc.) is provided. It is noted that the analysis of existing educational documents of Norway and Finland shows an integrated approach to addressing the challenges of reforming the education system at all levels, including the development of appropriate training platforms, e-learning resources and online tools for evaluation the level of digital competency. Recommendations to the Ministry of Education and Science of Ukraine regarding the use of positive experience in the development of teachers’ digital competence of the Scandinavian countries in the educational policy of Ukraine, are developed: creation of a special institution that will be responsible for this process; introduction of the principle of "peer-to-peer" for training teachers to use ICT; development an online tool for self-assessing the level of digital competency of teachers; creation an open market for online teaching materials and e-textbooks.
