Abstract

The article examines the educational and pedagogical aspects of project activities in the public sphere. It was found out that the development of project competencies by public servants, the acquisition of skills for their work in project teams could solve the issue of the effectiveness of public authorities. In the modern project environment, the role of the individual as a special resource of organizations is changing. The project team that ensures its success and the quality of its work depends on the skills and professional behaviour of each team member. The article discusses functional, role and competence approaches with using information and communication technologies by project teams in the public sphere. It is proposed to build a complementary team for the project based on the tendencies of its members to typical models of behaviour. The study of the profiles of candidates for teams that use modern information and communication technologies aimed at identifying the strengths and weaknesses of the competence of future project managers by testing them was carried out. The effectiveness of the training is examined in the formation of two types of teams: complementary, built on a systemic principle, and control, formed on a random basis. For that purpose, a tool for assessing the professional skills of managers was used, which helps managers of various levels to identify the strengths and weaknesses of managerial skills and management style. This tool is designed to describe the profile of managerial behaviour in the course of work. The results of variation of professional managerial skills in complementary and control teams are presented. The result of the study is the deepening of theoretical provisions for training managers in complementary teams using their own strengths as an effective means for motivating project activities.
