Abstract

The article deals with a relevant problem – development of the information system for semantic identification and documentation of non-formal and informal learning outcomes which is directed at ensuring the effective interaction of the labor market with the educational services market. The authors analyze the recent state of the labor market and economy, and also the necessity to introduce information e-tools for effective management, processing and use of information to recognize non-formal and informal learning outcomes, to emphasize the evidence and value of the learning outcomes which were obtained outside formal learning. The research studies the methods and analyzes the tools for the development of the information system for semantic identification and documentation of non-formal and informal learning outcomes. Particularly, the authors prove the expediency of semantic technologies used for information processing of Semantic Web at the knowledge level; ESCO classifier is offered as a basis of the information system; the model of the subject domain is described with the help of ontology database. The research analyzes the tools for the development of the information system; it demonstrates the conceptual design and development of the suggested system. The major possibilities and users of the information system are defined; the main stages of the information system development are described: an ontology scheme is created; the process of integrating the ontology in the RDF-repository is described; examples are given illustrating the interaction of the RDF-repository with SPARQL query language and GraphD connectors; the architecture and user interface of the suggested information system are developed. The outcomes of SPARQL queries are represented as result sets. PHP language and Laravel PHP framework are considered as software tools for the development of a web server which gives users access to the RDF- repository. The research justifies the use of React framework for development of the information system user interface. The authors believe that the further direction of the research is the implementation of ideas, methods and ontology itself into other apps which can be used in practice by all the participants in the labor market.
