Abstract

The article discusses the need for the transformation of universities to the Smart-universities; the conceptual framework is information and educational environment (IEE) that combines electronic content and relationship technology of all members of the educational process. Here is proposed the structure of the IEE and descripted Web resources that belongs to the information and educational environment, which is designed to implement the training of competitive specialists based on the competence approach. Due to the developed system of authorization and identification of users, students can at the same time become familiar with all electronic resources, information and educational environment of the university.
